Guangzhou government will reduce the registration and annual management fees for keeping dogs.
According to the new draft, dog owners only need to pay RMB700 (US$92 ) for registration and RMB300 (US$39) for annual management, much lower than the former RMB10,000 (US$1,316) and RMB6,000 (US$789 ) .

The new draft also protects dog from being abandoned and mistreated. Owners will be fined or forbidden to keep dogs for up to 5 years.
Blind and disabled people who need guide dogs are exempt from fees.
Due to former high fees, many dog owners were not willing to register and were inoculated for their dogs. A sampling statistic shows that Guangzhou has over 100,000 dogs but only 842 dogs have been registered.
For that reason, the government decided to draft new regulations on keeping pet dogs by reducing fees, hoping to manage more effectively.
The draft concentrating the suggestions of 1,300 letters from public, 3,700 pieces of advices and 200 comments on the Internet is on the process of approval to the city' s people's congress.
